The first explanation (including the transfer of ownership except insurance) means that the car is issued with license plates and form and the price includes the transfer fee of the buyer except the mandatory insurance fees against third parties within the Kingdom for traffic
The second explanation (including tax and plates except insurance) means that the car is issued with a customs card and the price includes the value of the car with VAT and the fees for issuing license plates and forms except the mandatory insurance fees against third parties within the Kingdom for traffic.
